In order to define an urban approach and design capable of guiding the future of Sainte-Anne Island, located opposite the historic center of Nantes and the mouth of the Loire River, Jean-Marc Ayrault, then deputy mayor of the city, decided in 1992 to launch an exploratory study.

Redevelopment of the island (400 ha) and in particular the Dubigeon warehouses (700 ha).
