DESCRIPTION
At the heart of this wooden structure, an extruded void creates a monumental hall from which visitors can access public services located on the lower or upper floors. Walkways, which serve as informal workspaces, cross the volume and connect the two wings of the building. With a public observation deck at the top of the south tower and fully glazed facades, this structure embodies an essential principle of democracy: open and accessible institutions that serve citizens.
